Consideration of the 2026 Subrecipient Agreements for Olathe’s Community Development Block Grant (CDBG) Projects.

Summary:
To complete the formal process necessary for the City to receive it’s allocated 2026 Community Development Block Grant (CDBG) funds from the United States Department of Housing and Urban Development (HUD) through Johnson County, the City must execute subrecipient agreements with all projects and services that have been approved for 2026 funding.
Execution of these agreements authorizes all 2026 CDBG activities to begin. Each activity has been reviewed and approved by HUD as an eligible Olathe project and meets the federal requirements and national objectives of the program.
Olathe City Council approved the following 2026 CDBG Housing and Public Service Projects on August 5, 2025. Following that action, the City received a higher-than-anticipated 2026 CDBG allocation, and the previously approved contingency priorities were used to allocate the additional funds.
The final 2026 CDBG project and service funding allocations are as follows:
Public Service
• Johnson County Parks and Recreation District: Childcare Assistance - $9,175.00
• Kansas City Metro Lutheran Ministry: Rent and Utility Assistance - $12,607.72
• Olathe Parks and Recreation: Childcare Scholarships - $14,237.50
• Catholic Charities: Rent and Utility Assistance -$22,607.72
• El Centro: Rent and Utility Assistance - $16,845.22 - Declined
Housing
• Friends of JCDS: Roof Replacement for Olathe Home on Edgemere - $16,496.00
• Oikos: Pitt Street Duplexes Rehabilitation - $35,000.00
• Olathe Community Enhancement: Full-time Community Enhancement Officer - $78,000.00
• Olathe Housing Rehab: Project Funding - $122,437.30
• Olathe Housing Rehab: Administration - $85,000.00
• Olathe Housing Authority: Scattered Sites Mechanical Systems Upgrades - $90,748.00
One representative agreement between Johnson County and the City (A) and one representative agreement between the City and each funded subrecipient (B) have been attached as examples. These reflect the format and requirements that apply to all 2026 CDBG subrecipient agreements.

Financial Information:
$503,154.46 in federal Community Development Block Grant (CDBG) funds will be invested in Olathe Housing and Public Service projects in 2026.
