Summary:

The City of Olathe’s two wastewater treatment facilities generate approximately 5,300 wet tons of biosolids per year.  Biosolids are a byproduct of treating domestic wastewater. The Harold Street Wastewater Treatment Plant has 2 digesters that are used to stabilize the biosolids so they can be composted into a Class A product that can be used as a soil amendment, rather than landfilling. With time, the digesters accumulate grit which must be removed approximately every 5 years to prevent wear and tear on downstream equipment such as the centrifuge. Since both of the City’s Wastewater Treatment Plants currently have a single centrifuge with no redundancy, this contract also includes provisions for emergency liquid sludge hauling and disposal.

 

The City issued a solicitation in January 2026 and received four (4) bids. Following evaluation of service approach and cost proposal, Synagro Central, LLC was determined to provide the best overall value to the City.

 

Staff recommend award of contract with Synagro Central, LLC for a three (3) year term with the options to renew for additional contract periods.

Financial Information:

Expenditures are estimated to be $400,000 for three (3) years. Funding will come from the Environmental Services Annual Operating and Maintenance Budget.
