Summary:

This is a request for approval of a special use permit (SUP) to allow for motor vehicle rentals at 1529 E. Spruce Street for Avis Car Rental. Avis is relocating from their current location on E. Santa Fe Street due to planned improvements associated with the I-35 and Santa Fe public improvement project.  The subject property is currently zoned to the M-1 (Light Industrial) District, which requires approval of a SUP for motor vehicle sales, leasing or rentals per Unified Development Ordinance (UDO) 18.20.500.

 

The site is currently developed with an existing 6,250 square foot multi-tenant building. Avis is proposing to occupy approximately 3,500 square feet of tenant space located on the northern portion of the existing flex building. Two (2) remaining tenant spaces will remain unoccupied. Avis intends to use the front of the existing building as an office and rental counter while the existing garage bays will be used for car storage and cleaning. The applicant is amenable to all recommended stipulations and the five (5) year renewal time period.

 

The Planning Commission held a public hearing on April 14, 2025, and no individuals spoke during the hearing. The Planning Commission voted 9-0 to recommend approval of SU25-0001 as presented in the meeting minutes.

Action Needed:

1.                      Approve Resolution No. 25-1035 for a special use permit for motor vehicle rentals (majority vote of the Councilmembers present required).

2.                     Deny Resolution No. 25-1035 for a special use permit for motor vehicle rentals (five positive votes required).

3.                     Return the application to the Planning Commission for further consideration with a statement specifying the basis for the Governing Body’s failure to approve or disapprove (majority vote of the Councilmembers present required).
