Summary:

Project No. 1-C-011-17 was authorized by Resolution No. 17-1093.  The project was created to relocate an aging sewer force main for the 103rd Street Lift Station into the future alignment of Cedar Creek Parkway and the rehabilitation of the 103rd Street Lift Station. Construction will include the installation of 8,500 feet of force main to redirect the lift station flow to a gravity sewer main just south of 111th Street and installation of new pumps, piping and appurtenances within the lift station.

 

Permanent sanitary sewer easements and temporary construction easements need to be acquired for this project across 12 tracts of land.

 

Land acquisition negotiations are ongoing involving 4 properties.  The project has commenced construction in other areas, but acquisition of the easements across these remaining tracts in a timely manner is important to keep the project on schedule.  Staff will continue to negotiate with the property owner to try to reach agreements to acquire the property before using the eminent domain process.

 

The ordinance (Attachment A) is the second step of the eminent domain process.  The ordinance approves the survey authorized by resolution earlier on tonight’s agenda, and authorizes the filing of a petition for eminent domain in the Johnson County, Kansas District Court.

Financial Information:

The total project budget approved in the 2025-2029 CIP is $8,085,300, paid by the proceeds of water and sewer revenue bonds.
