Summary:

The Santa Fe corridor is currently congested, impacting the east-west travel times throughout the city.  The interchange is also a critical component of the City’s transportation network, which is also congested and causes traffic to back up onto I-35. The interchange currently has a crash rate that is approximately 6 times the national average.

 

In February of 2019, City Council authorized $500,000 to evaluate various options to improve Santa Fe Street between Ridgeview Road and Mur-Len Road to increase capacity and improve safety.  Staff has worked with HNTB Corporation (HNTB) to evaluate various options.  In February of 2021, City Council authorized and additional $3,950,000 in funding to provide preliminary engineering and complete the environmental planning requirements (NEPA) of the project as a way to place the city in a position to compete for federal funding for the project.

 

Staff has continued to work with HNTB, the Kansas Department of Transportation (KDOT), and the Federal Highway Administration to complete the NEPA process in 2023 and move forward with design on the preferred alternative for the corridor and interchange.  Through working with KDOT, a larger scale project was formed.  This project will include the work along Santa Fe, a new interchange at I-35 and auxiliary lanes from Santa Fe to 119th Street.  The full scope of the project has been named I-35 Santa Fe Forward and was moved to the Construction portion of the IKE Pipeline in September of 2023.  This movement led KDOT to agree to contribute nearly $160,000,000 towards the I-35 Santa Fe Forward Project.

 

The estimate total cost for this project $199,277,737.  This includes preliminary and final design, utility relocation, survey, staff time, land acquisition, construction, construction engineering and construction inspection.

 

This project is tentatively scheduled land acquisition in 2024/2025, utility relocation in 2025/2026, and construction to begin in 2027.
