Summary:

The Animal Shelter project was previously authorized via Resolution 23-1027 for $400,000 for planning and design and via Resolution 25-1025 for total $19,000,000 for planning design and construction. The 2026 - 2030 CIP allocates $25M to the animal shelter project. Due to unanticipated land acquisition costs, additional design costs, and contracted project management, the project is now requesting a budget of $25 million.  This project is located within the established Santa Fe and Ridgeview TIF boundary. Staff plans to put together a project plan to bring to Council for approval in early 2026 that would allocate the funds collected in this TIF to the animal shelter project. Staff projects up to $2M being available throughout the life of the TIF to dedicate to covering the cost of this project, so the GO bond issuance would be less than $25M if the project plan is approved by Council. 

 

The current animal shelter, approximately 4,000 square feet, has operated since its construction in 1988 without any major additions or renovations. This facility has been experiencing chronic space shortages, high maintenance costs, and inadequate facilities for proper animal living conditions and staff working environment.  Council previously approved the Design Services agreement with SFS Architecture and the Construction Manager agreement with Nabholz Construction, as well as GMP #1 for demolition of the existing buildings on site.   

 

This animal shelter project is for the planning, design, and construction of a replacement animal shelter facility located at the northwest corner of Ridgeview Road and Santa Fe St.  The project will include a newly constructed 23,800 square foot building along with any necessary site improvements and demolition of existing buildings.

 

Attached is Resolution 25-1101 which authorizes $25,000,000 in General Obligation Bond funding for the project. Approval of this funding resolution is necessary to allow staff to proceed with the planning, design and construction of the project. Pending approval of this resolution, staff will proceed with design services and construction for the project.

Financial Impact:

Funding for the Animal Shelter project, as proposed in the 2026-2030 Capital Improvement Plan, is $25,000,000.
