Summary:

The City Hall Parking Garage was approved on November 18, 2025.  The project will add approximately 200 parking spaces for a net of 370+ spaces. Nabholz Construction (Design Builder) along with Finkle + Williams Architecture and Desman (garage subject matter experts) have engaged with City Staff and project representatives from Johnson County and would like to update the City Council on the progress of the design process and critical decisions made to date based on feedback received.

As part of the Schematic Design process, the Design-Build team has met with Planning Staff, City Leadership and key departmental staff, Olathe Chamber of Commerce, Olathe Public Art Committee, Olathe Police Department, Johnson County Sheriff's Department Risk Management, and the Persons with Disabilities Advisory Board to gather input on the project.

The project priorities focus on safety, maximizing parking, and creating an aesthetically appealing structure that is a significant addition to the City Hall / County Courthouse / Library campus. The budget and requirement to have a functional garage by Old Settler’s Day 2027 is well understood by the whole team.

Total Funding of the City Hall Parking Garage project, as proposed in the 2026-2030 Capital Improvement Plan, is as follows:
