Summary:
The Street Reconstruction Program project provides for full reconstruction of streets that are deteriorated to a condition beyond preventative maintenance provided by the Street Preservation Program.
On March 24, 2026, two (2) bids were received and opened for the above referenced project. The bids ranged from $3,073,708.05 to $3,614,271.00 with the Engineer’s Estimate at $3,842,859.00. G-B Construction LLC submitted the low and responsible bid in the amount of $3,073,708.05. The following is a tabulation of the bids received:

The project will include reconstruction of six (6) local-classified streets including full depth asphalt pavement and subgrade replacement, replacement of concrete curb and gutters, installation of sidewalks, driveway approaches, streetlight installation, stormwater improvements, and waterline improvements. The project will include Chester Street (Loula Street to Santa Fe Street), Lakeview Avenue (Ridgeview Road to Central Street), Wabash Avenue (Ridgeview Road to Central Street), Emery Street (Loula Street to Park Street), Hyer Street (Cedar Street to Loula Street), and 107th Street (600’ Northwest of 108th Street to West End Cul-de-sac). The location of these improvements in shown on Attachment A.
Construction is tentatively scheduled to begin in Summer 2026 and tentatively scheduled to be completed in Fall 2026.

Financial Impact:
The design and construction of the 2026 Neighborhood Street Improvements Project, PN 3-R-003-23, and the 107th Street Improvements Project, PN 3-R-001-26, is funded from the following sources:

2025 Street Reconstruction Program $ 1,620,000
2026 Street Reconstruction Program $ 933,000
2026 Water & Sewer Fund $ 449,000
