RECOMMENDED MOTION(S):

 

1.                     Approve Ordinance 26-29 for a rezoning to the R-3 District [5 positive votes required].

Summary:

This is a request for a rezoning to the R-3 (Residential Low-Density Multifamily) District for the 7.7-acre property located northeast of 119th Street and Lone Elm Road. On June 2, 2026, the revised site development plan (Attachment B) was presented to the City Council for consideration. After hearing from City staff and the applicant, the City Council directed staff to prepare an ordinance for approval of the R-3 District.

 

The prepared ordinance (Attachment A) approves the R-3 (Low-Density Multifamily) District along with stipulations that capture the four (4) items addressed in the Joint Letter of Understanding with surrounding neighborhoods (Attachment C) as discussed during the June 2, 2026 City Council meeting.  The stipulations limit the property to a maximum of 64 dwelling units, require architectural design to complement the adjacent townhomes, require landscape buffering along the adjacent townhomes, and ensure the development provides access along Lone Elm Road.

 

The applicant is agreeable to all stipulations as presented in the attached ordinance. A preliminary site development plan and final plat approval are required in accordance with UDO requirements.
