Summary:
These two projects will include the design and construction of an additional biological nutrient removal (BNR) train that will add an additional 3.5 million gallons of treatment capacity and an associated final clarifier to the BNR train at Cedar Creek Wastewater Treatment Plant (CCWWTP). Work will also include the rehabilitation and expansion of the solids thickening clarifiers, rehabilitation and expansion of the existing sludge holding cells, expansion of the biosolids processing building, that will include the installation of two new centrifuges and all necessary modifications and appurtenances for completion of this work. The infrastructure and equipment being rehabilitated was constructed and installed in 1985 and are past their useful life.
On October 18, 2024, the City advertised a Request for Qualifications (RFQ) to provide Construction Manager at Risk Services for the Super Critical Water Oxidation Pilot Project located at the Cedar Creek Wastewater Treatment Plant (CCWWTP). Garney Companies, Inc. was selected as the Construction Manager and a pre-construction phase services contract was awarded by City Council on April 1, 2025.
This Amendment No. 1 establishes the first Guaranteed Max Price (GMP) for the projects at $256,089. Work under this GMP includes procurement of long-lead electrical transformers and switchboards associated with the expansion of the medium-voltage electrical power on-site. GMP #2 and #3 will be necessary for this project and will include a demolition package, clarification equipment, solids handling equipment and appurtenances, solids processing equipment, solids handling building, site piping, electrical, mechanical and other needs for the treatment plant expansion. These GMPs are tentatively scheduled for Council consideration in Summer 2026 and Fall 2026.
Purchase of the equipment associated with this GMP will occur immediately after approval. It is anticipated that construction on this project will begin in late Fall 2026 with completion of this GMP package anticipated in Winter 2028.
