Summary:
On February 7, 2025, the City advertised a Request for Qualifications (RFQ) for engineering companies to provide design services to improve 135th Street (Indian Creek Trail to Pflumm Road). Six (6) firms responded to the RFQ. After reviewing all the proposals, the selection committee chose George Butler Associates, Inc. as the most qualified firm.
The $283,878 Professional Services Agreement provides engineering services necessary for design of the street preservation project, including surveying of existing conditions, utility coordination, development of construction plans in accordance with Olathe design standards and specifications, cost estimates, assistance with bidding of project for construction, and assistance as needed throughout construction.
Improvements will include 2” milling and asphalt resurfacing, asphalt base repairs (as needed), spot curb and gutter replacement, spot sidewalk replacement, ADA ramps, stormwater improvements, and pavement markings. Design will also include geometric improvements at Brougham Drive, including a designated northbound and westbound right turn lane. The project will include replacement of the traffic signals at Brougham Drive and Black Bob Road. In addition, median modifications will occur at Greenwood Road and Alden Street.
It is anticipated that design will begin immediately following approval of this agreement. Staff will bring the construction contract to the City Council for consideration in Spring 2026. Improvements are expected to be completed in Fall 2026.

Financial Impact:
The design of this project is funded from the City of Olathe’s 2025 Street Preservation Program. Construction of this project will be funded from the City of Olathe’s 2026 Preservation Program. Funding for the 2025 Street Preservation Program, as approved in the 2025-2029 Capital Improvement Plan, includes:
CIP Fund (Cash) $ 2,800,000
Street Maintenance Sales Tax $ 18,470,000
Total $ 21,270,000
