Summary:
On March 10, 2026, one (1) bid was received and opened for the above referenced project. Donelson Construction Company, LLC submitted the responsible bid in the amount of $3,247,095.84. The following is a tabulation of the bids received:
Engineer’s Estimate $ 3,170,766.34
Donelson Construction Company, LLC $ 3,247,095.84
Donelson Construction Company LLC holds patents for several components of the MAQS surfacing process specified for this project. Donelson does sell these components to other contractors in the area, so the project was competitively bid. The MAQS Micro Surface treatment product is applied over the existing surface of the street in order to slow down the formation of cracks by sealing existing cracks and protecting the pavement from the elements. In advance of these projects, the transverse cracks (large cracks that span from curb to curb) were repaired by City crews and smaller cracks are being filled with rubberized crack seals by City crews. The MAQS Micro Surface treatment product also adds a skid resistant wearing surface to existing asphalt pavement.
This Street Preservation project will provide micro surface treatment on 152 local and collector streets. Construction is tentatively scheduled to begin in Summer 2026 and be completed by Fall 2026.

Financial Information:
This project is funded from the City of Olathe’s 2026 Street Preservation Program authorized on January 20, 2026. Authorized funding for the 2026 Street Preservation Program includes:

Street Maintenance Sales Tax $16,134,208
