Summary:
The Transfer Station Expansion project has been included in Capital Improvement Plans since the 2018-2022 plan. To date, $1,680,000 has been allocated for Phase 1 of the project from the Solid Waste Fund.
Phase 1 is underway and includes the installation of a new scale, scale house, additional pavement, additional parking, stormwater improvements, and rerouting traffic flow to improve safety and efficiency. Burns & McDonnell is the design team. Camm Construction is the construction contractor.
On November 18, 2025, City Council approved a transfer of $320,000 from Solid Waste Fund Balance to Transfer Station Expansion Phase 1 Project due to accelerated costs in 2025 relative to estimated budget proposed in 2023.
As the project progressed further, the team has identified the original budget is insufficient to complete the full scope of the project. Burns & McDonnell identified a necessary change in design of the concrete foundation for the truck scale pad. This change resulted in a change order of $69,513 from Camm Construction. Burns & McDonnell and Camm Construction have also identified another $21,368 in change orders for increased costs for construction materials, additional excavation, and specification changes for interior lighting. Due to these additional change orders, a transfer of $150,000 from the Solid Waste Fund is being requested to cover the $90,881 in current change orders, as well as an additional $59,119 in project contingencies.
Staff is requesting Council approve a transfer of $150,000 from existing Solid Waste Fund Balance to Transfer Station Expansion Phase 1 Project, PN 6-C-023-20. There are adequate reserves in the Fund to cover the transfer. Any unspent money will be returned to the Solid Waste Fund.
Construction on this project is expected to be completed in Spring 2026.
