Summary:
On February 23, 2026, the City advertised a Request for Qualification (RFQ) for engineering companies to provide design services to improve Northgate Street (Harold Street to Mill Creek) and Mur-Len Road (143rd Street to 151st Street). Ten (10) firms responded to the RFQ. After reviewing all the proposals, the selection committee chose Bartlett and West Inc. as the most qualified firm.
The $394,371 Professional Services Agreement provides engineering services necessary for design of the street preservation projects, including survey where necessary, utility coordination, development of construction plans in accordance with Olathe design standards and specifications, cost estimates, assistance with bidding of project for construction, and assistance as needed throughout construction.
Improvements on Northgate Street and Mur-Len Road will include 2” mill and asphalt resurfacing, asphalt base repairs (as needed), sport curb and gutter replacement, spot sidewalk replacement, ADA ramps, stormwater improvements, and pavement markings. Northgate Street will include an 8’ sidewalk on the east side of the road from Harold Street to the connection of the Gary Haller Trail. Mur-Len Road will include an 8’ sidewalk on the east side through the corridor.
It is anticipated that design will begin immediately following approval of this agreement. Staff will bring the Northgate Street construction contract to the City Council for consideration in Spring 2027. Staff will bring the Mur-Len Road construction contract to the City Council for consideration in Spring 2028.

Financial Information:
The design of these projects are funded from the City of Olathe’s 2026 Street Preservation Program. Construction of this project will be funded from the City of Olathe’s 2027 Preservation Program for Northgate Street and 2028 Preservation Program for Mur-Len Road. Funding for the 2026 Street Preservation Program, as approved in the 2026-2030 Capital Improvement Plan, includes:
