Summary:
The applicant, Johnson County Aggregates (JCA), is requesting to rezone from the CTY A (County Agricultural) and CTY RUR (County Rural) to the AG (Agricultural) District. The 109-acre subject property is located at the southeast corner of Old 56 Highway and 151st Street.
JCA is pursuing this rezoning as they intend to expand their existing rock quarry located southeast of the subject site. The Extractive Industries (rock quarry and mine) land use may be permitted with special use approval in the AG District. Separate items are included in the agenda packet requesting annexation (ANX26-0004) and special use approval for the proposed expansion (SU26-0007) and requesting a special use amendment for the existing rock quarry (SU26-0009).
The subject site is designated as Neighborhood Commercial and Business Park by the Future Land Use Map of the Comprehensive Plan. The AG District is an appropriate zoning at this time as it is intended to serve as a “holding zone for land where future urban expansion is possible, but not yet appropriate due to the unavailability of urban-level facilities and services (UDO 18.20.050).” The requested zoning district also meets the Golden Criteria as outlined in the staff report presented to the Planning Commission.
On September 14, 2026, the Planning Commission held a public hearing for the requested rezoning and no one from the public spoke. The Planning Commission voted 8 to 0 to recommend approval of RZ26-0013 with no stipulations.
