Consideration of approval for an updated Interlocal Cooperation Agreement between the Olathe Public Library and the Johnson County Library for automated circulation, customer, and bibliographic services.

Summary:
The Interlocal Cooperation Agreement will be renewed every three years. This partnership allows Olathe Public Library and the Johnson County Library to offer the same automated checkout procedures and policies, merged collections, shared databases and downloadable content. This agreement also represents cost savings, increased access to more materials for city and county residents and professional collaboration. A termination of previously approved Addendums to, and replacement of, the 2023 Interlocal Cooperation Agreement between the Olathe Public Library and the Johnson County Library would take effect upon approval of this new agreement.

Financial Impact:
The library will pay for the use of services in the amount of 23.3% of the shared costs for subscriptions, e-book and e-audio purchases, and the Integrated Library System Coordinator costs. Below are the projected and historical costs, all of which are paid from the library’s operating budget. While we project that the cost in 2026 will be about $676,400.00 the amount due may be more or less based on actual usage.
