Summary:
The approved 2024-2028 Capital Improvement Plan (CIP) includes the Modernization of Fire Stations project with a total project budget of $1,050,000. This project is for updates and modernization to existing fire department facilities.
This project will target interior renovations and building expansion needed at Fire Station No. 2. The award of the FY2022 SAFER GRANT allowed the Fire Department the opportunity to add an additional 24/7 staffed apparatus for calls for service to Fire Station No. 2. Daily staffing will increase from nine to thirteen members. The renovations and expansions as part of this project will increase the number of sleeping rooms, increase storage for personnel protective equipment, and increase the exercise room for staff.
On November 21, 2023, the City Council approved contracts with Finkle + Williams, Inc. for the planning and design of Fire Station No. 9 and Fire Station No. 1. Finkle + Williams was selected for those two projects following an extensive RFQ evaluation process. Finkle + Williams was previously the architect for the Olathe Fire Station No. 8 project. Due to the need to expedite the design and construction of the Fire Station No. 2 renovation and expansion project staff determined it to be in the city’s best interest to contract with Finkle + Williams for this project.
Attached is the proposed agreement with Finkle + Williams. This agreement is for comprehensive planning, design, and construction administration services. The cost of services as outlined in the agreement is $88,300. This cost is inclusive of basic and supplemental design services ($83,300), and reimbursable expenses ($5,000). Pending approval of this agreement, the following is the anticipated schedule for the project:
• Q2 2024 100% Design Documents Complete
• Q2/Q3 2024 Bidding
• Q3 2024 Begin Construction
• Q1 2025 Complete Construction

Financial Impact:
Funding for the Modernization of Fire Stations project, as approved in the 2024-2028 Capital Improvement Plan, is $1,050,000 of General Obligation Bonds.
