Summary:
On February 15, 2024, the City advertised a Request for Qualification (RFQ) for engineering companies to provide design services to improve K-7 Highway (Harold Street to Loula Street), 167th Street (Hedge Lane to I-35 Highway), and Clare Road (114th Street to College Boulevard). Eight (8) firms responded to the RFQ. After reviewing all proposals, the selection committee chose HNTB Corporation as the most qualified firm.
The $445,275 Professional Services Agreement provides engineering services necessary for the design of the street preservation projects, including survey of existing conditions, utility coordination, development of construction plans in accordance with Olathe design standards and specifications, cost estimates, assistance with bidding the project for construction, and assistance as needed throughout construction.
Improvements on K-7 Highway will include milling and asphalt resurfacing, base and subgrade repairs (as needed), concrete curb and sidewalk replacement, installation of concrete shared use path where possible (Loula Street to Spruce Street), new signal pole at Loula Street (northwest corner), and placement of pavement markings.
Improvements on 167th Street will include asphalt paving from the end of the existing project at 167th and Hedge Lane to I-35 Highway and on the west side of I-35 Highway to the City owned property just west of the highway bridge.
Improvements on Clare Road will include milling and asphalt resurfacing, base and subgrade repairs (as needed), concrete curb and sidewalk replacement, installation of concrete shared use path on west side, and placement of pavement markings.
It is anticipated that design will begin immediately following approval of this agreement. Staff will bring the construction contract to City Council in Spring 2025. Improvements are expected to be complete by Fall 2025.

Financial Impact:
The design of this project is funded from the City of Olathe’s 2024 Street Preservation Program. Construction of this project will be funded from the City of Olathe’s 2025 Street Preservation Program. Funding for the 2024 Street Preservation Program, as approved in the 2024-2028 Capital Improvement Plan, includes:

Street Maintenance Sales Tax $ 20,160,000
