Summary:
United Community Services (UCS) of Johnson County acts as an advisor to the City of Olathe and other local governments on the expenditure of Human Service Funds (HSF). HSF supports nonprofit agencies that operate human-service safety net programs designed to promote self-sufficiency, well-being, and personal safety for Johnson County residents. Providing this support helps defer or reduce costs that would otherwise be incurred by city and county governments.
Johnson County Government and fourteen (14) cities have contributed funds totaling $501,398 to assist local families. The City of Olathe’s contribution for 2026 is $77,000, unchanged from 2025.
In 2026, UCS recommends funding nineteen (19) nonprofit agencies, including two (2) awards through the Small Grants Program, which provides grants of less than $5,000 for new, growing, and/or grassroots organizations.

Financial Impact:
City funds in the amount of $77,000 are leveraged with contributions from Johnson County and other cities totaling $501,398 for 2026. This funding is included in the 2026 Budget.

No action is requested at this time. Consideration and approval of the 2026 HSF allocations will appear on the November 18th City Council agenda.
