Summary:

The Cedar Creek WWTP Expansion Phase II and the Cedar Creek Solids Handling Expansion Project include improvements to expand treatment capacity and rehabilitate aging solids-processing infrastructure. The work will add media to the existing biological nutrient removal (BNR) trains and construct an associated final clarifier, providing an additional 3.5 million gallons per day of treatment capacity. The project also includes rehabilitation and expansion of the solids thickening clarifiers, rehabilitation and expansion of the existing sludge holding cells, and expansion of the biosolids processing building to accommodate two new centrifuges, along with all related modifications and appurtenances needed to complete the work. Much of the infrastructure and equipment included in this project was originally constructed or installed in 1985 and has exceeded its useful life.

 

On October 18, 2024, the City issued a Request for Qualifications (RFQ) for Construction Manager at Risk services for the Cedar Creek WWTP Expansion Phase II and the Cedar Creek Solids Handling Expansion Project. Garney Companies, Inc. was selected as the Construction Manager, and the City Council approved a pre-construction services contract on April 1, 2025. City Council later approved Amendment No. 1 on January 20, 2026, in the amount of $256,089.

 

Amendment No. 2 establishes the second Guaranteed Maximum Price (GMP) for the project in the amount of $12,605,872. Work included in this GMP consists of procurement of long-lead process equipment, purchase and installation of the World Water Works pilot package, and selected on-site demolition. Additional GMPs will be required to complete the project. GMP #3 and GMP #4 are expected to include additional solids-processing equipment, the solids handling building, site piping, electrical improvements, mechanical work, and other improvements necessary for the treatment plant expansion. These future GMPs are tentatively scheduled for Council consideration in Fall 2026 and Spring 2027.

 

Upon approval, procurement of the equipment associated with this GMP will begin immediately. Construction is anticipated to begin in Late Fall 2026, with completion of this GMP package expected in Winter 2028.
