Summary:

This Agreement with CrowderGulf, LLC proactively establishes an Emergency Services business relationship providing defined cost schedules, mobilization/response factors, and vetted provider capabilities, all necessary to support the City’s debris management services. The contract also addresses all the requirements of FEMA for their Public Assistance Grant should we request FEMA reimbursement. This contract will be highly effective towards expedited disaster/incident recovery supporting and furthering City business continuity. Services include but are not limited to vegetative removal, clearing right-of-ways, trimming back vegetation, hauling, grinding and dumping the collected debris. Local subcontractors from the Olathe or Johnson County communities may be utilized under this contract should this contract be activated.

 

This agreement will be highly effective towards expedited disaster/incident recovery supporting and furthering City business continuity.

 

The City received three (3) responses to the RFP. Proposals were evaluated by City staff based upon the contractors’ qualifications and experience, performance capabilities, availability and cost. CrowderGulf, LLC. was the highest scoring contractor.

 

Staff recommends award of contract to CrowderGulf, LLC. for three (3) year term with options to extend for additional contract periods for disaster debris management services.

Financial Impact:

As the nature of emergency services are typically unplanned and largely event/incident bases, total costs are not possible to forecast.
