Summary:

The applicant is requesting approval of a rezoning from the CTY IP-2 (County Planning Industrial) District to the M-2 (General Industrial) District and a preliminary development plan for Cardinal Brush on approximately 2.38 acres, located at 15790 S. Keeler Terrace. Rezoning to a City zoning district is required prior to development.

 

This proposal consists of a 12,500-square-foot building addition to expand current operations for Cardinal Brush Corporation, specializing in manufacturing high-quality replacement brushes and squeegee blades for industrial floor cleaning equipment. The new space will total over 38,750 square feet and be used primarily for storing goods manufactured on-site. The existing industrial building located on the site was constructed in 1986 in Johnson County. The site is located within an established industrial park characterized by adjacent industrial buildings of similar age and metal-style construction, reflecting a cohesive architectural style.

 

The Future Land Use Map of the Comprehensive Plan identifies the subject property as Industrial Area. The requested zoning district and development aligns with the PlanOlathe Comprehensive Plan and the standards of the Golden Criteria as outlined in the staff report presented to the Planning Commission.

 

On June 9, 2025, the Planning Commission held a public hearing for the proposed request with no individuals appearing to speak or provide comment. The Planning Commission voted 7 to 0 to recommend approval of RZ25-0003 with no stipulations.

Action Needed:

1.                     Approve Ordinance No. 25-19 for a rezoning from the CTY IP-2 (County Planning Industrial) District to the M-2 (General Industrial) District as recommended by the Planning Commission (4 positive votes required).

2.                     Deny Ordinance No. 25-19 for a rezoning from the CTY IP-2 (County Planning Industrial) District to the M-2 (General Industrial) District (5 positive votes required).

3.                     Return the rezoning application to the Planning Commission for further consideration with a statement specifying the basis for the Governing Body’s failure to approve or disapprove (4 positive votes required).
