Summary:

The City of Olathe’s wastewater treatment facilities generate approximately 5,300 wet tons of biosolids per year. The Johnson County Landfill, owned and operated by Waste Management, is the closest KDHE approved facility for biosolids disposal. Staff evaluated feasible alternatives analysis; other locations were eliminated due to excessive travel distance, lack of KDHE approval, or refusal to accept biosolids.

Staff recommend award of five-year contract with five optional one-year renewals.

Estimated expenditures are $310,000 in 2027, with an estimated 10 percent annual increase thereafter.  Funding is available in the Cedar Creek Wastewater Treatment Facility operations and maintenance budget.
