SUMMARY:
On April 8, 2025, the City advertised a Request for Qualifications (RFQ) for design teams to provide services for the Mill Creek Pool & Splashpad project. Four (4) firms responded. After reviewing the proposals, the selection committee chose George Butler Associates, Inc. (GBA) as the most qualified firm.

GBA's Professional Services Agreement in the amount of $399,994 is to provide architecture, engineering, and landscape architecture design services for the project. GBA and their subconsultants will provide services from concept design through construction documentation and cost estimation, while also assisting with bidding and as needed responses throughout construction.

The project will assess the pool basin and include demolition of the existing park restroom and bathhouse. Improvements will include constructing a new bathhouse with amenities for pool and park visitors, plumbing, and splashpad. The scope also includes studying the overall Mill Creek Park as it relates to the pool, site connectivity within the park as well as to downtown, and assessing ways to improve general safety for park visitors.

Design will begin in Fall 2025 with construction tentatively scheduled to begin in Fall 2026.

Funding for the Mill Creek Pool & Splashpad project includes:

2025 Park Sales Tax $ 385,000
2026 Park Sales Tax $ 3,115,000
Total $ 3,500,000
