Summary:
The Drug and Alcoholism Council of Johnson County (DAC) acts as an advisor to the City of Olathe on the expenditure of Alcohol Tax Funds (ATF) and Opioid Settlement Funds (OSF) which combined, are referred to as Substance Use Continuum of Care Funds (SUF).
Alcohol Tax Funds are received from a state tax on liquor sold by the drink. One-third of the funds Olathe receives must be directed toward programs “whose principal purpose is alcoholism and drug abuse prevention or treatment of persons who are alcoholics or drug abusers or are in danger of becoming alcoholics or drug abusers” (City of Olathe CO 69).
Opioid Settlement Funds are received through a National opioid settlement involving 46 states against opioid manufactures and distributers. Funds are to be used for projects and activities that prevent, reduce, treat, or mitigate the effects of substance abuse and addiction and/or to reimburse for previous expenses related to substance abuse mitigation or arising from covered conduct. The City of Olathe, Johnson County, and nine other cities in the county contribute funds to the Substance Use Continuum of Care Fund (SUF), which is administered by the DAC, a project of United Community Services. In 2025, $3,019,000 will be distributed to agencies and programs per the 2025 Substance Use Continuum of Care Fund Recommendations Report (Attachment A). The City of Olathe contribution is $275,000.
2023-2028 DAC Funding Priorities & Areas of focus:
• Substance use and overdose and suicide deaths, particularly among teens;
• Pandemic effects, particularly increased alcohol use in adults and increase in co-occurring substance use and mental health disorders related to social isolation, anxiety, and depression among school-aged youth;
• Increased use of marijuana, including vaping;
• Impact of increased methamphetamine and fentanyl abuse;
• Habitual use of electronics as a form of addiction and its potential connects to substance use.

Financial Impact:
The City of Olathe will contribute $275,000, leveraging additional funds from Johnson County and nine other Johnson County cities for a total of $3,019,000. Of Olathe’s contribution, $250,000 will come from Alcohol Tax Funds, and $25,000 from Opioid Settlement Funds.
United Community Services, the DAC, and grant recipients acknowledge that the distribution of City funds may be adjusted if Kansas tax policies or statutes change, or if expected revenues are not received from the State of Kansas.
