Summary:
Olathe’s 24-inch transmission watermain beneath K-10 near Lone Elm has been identified as conflicting with the proposed K-10/Lone Elm interchange project being administered and constructed by the Kansas Department of Transportation (KDOT). As the utility owner, the City of Olathe is required to relocate the watermain. Because the existing watermain is located within an easement that predates and supersedes the K-10 right-of-way, KDOT is responsible for reimbursing the City for the design and construction costs associated with the relocation. A reimbursement agreement with KDOT will be presented to the City Council for consideration upon completion of design and prior to the start of construction.
The proposed $156,795 Professional Services Agreement provides the engineering services necessary to complete the relocation design. Services include surveying existing conditions; coordinating with utilities; preparing acquisition documents, such as title reports, surveyed exhibits, and easement documents, as needed for any right-of-way or easement acquisition; developing construction plans in accordance with City of Olathe design standards and specifications; preparing cost estimates; assisting with bidding for construction; and providing support during construction as needed.
Design is anticipated to begin immediately following approval of this agreement. Staff anticipates presenting the relocation agreement with KDOT and the construction contract to the City Council for consideration in Fall 2026.
Approval of this agenda item will authorize the project, with project expenditures to be reimbursed by KDOT.

Financial Information:
The fee for the Professional Services Agreement is an amount not to exceed $156,795, which will be reimbursed by KDOT.
