Consideration of approval of Resolution No. 25-1018, and adopting the updated 2024 Region L Multi-Jurisdictional Hazard Mitigation Plan for Olathe, Kansas.

Summary:

The Disaster Mitigation Act of 2000 requires all political entities in the United States to have an approved Hazard Mitigation Plan as a condition for receiving certain types of non-emergency disaster assistance, including funding for mitigation projects. Region L in the State of Kansas consists of three counties, Johnson, Leavenworth and Wyandotte.

 

As an eligible jurisdiction, Olathe was invited and participated in the organization, drafting, completion and adoption of this plan. Other invited participants included, but were not limited to, elected officials, relevant State of Kansas agencies, counties, cities, school districts, non-profit agencies, and businesses.

 

This plan was reviewed and approved by the Federal Emergency Management Agency pending

approval by the governing bodies of all participating entities. As a participating jurisdiction in the

plan, FEMA requires the adoption of the plan by the city council to meet the requirements of the Disaster Mitigation Act of 2000.

 

The Region L Multi-Jurisdictional Hazard Mitigation Plan is intended to provide a compilation of current hazard mitigation initiatives in the region. The plan includes an analysis and recommendations for the mitigation of all natural and man-made hazards that currently or could potentially impact the city. Adoption of the plan will enable the city to apply for grant funds from the state of Kansas and the Federal Emergency Management Agency to support mitigation activities.

There is no fiscal impact of this resolution.

Action Needed:

Approve and adopt Resolution No. 25-1018 which approves the Region L Multi-Jurisdictional Hazard Mitigation plan for Olathe, Kansas, and to provide the adopted resolution to Johnson County, Kansas, the Kansas Division of Emergency Management and the Federal Emergency Management Agency (FEMA).
