Summary:

This project provides for the construction management of a new Fire Station No. 4 Replacement.

 

Fire Station #4 was built in 1971. Multiple renovations have occurred in an attempt to extend the life of the building. Centrally located in the city, north of West Santa Fe on the east side of North Mur Len, this is one of the busiest stations in Johnson County. This facility was built to house one fire apparatus which no longer meets the needs of the City. In the future, Fire Station #4 will be staffed as a dual-company fire station to best meet the needs of the area and comply with requirements that directly impact the community's ISO rating. The current station does not provide enough space to reconfigure the floor plan to address staffing and apparatus needs to service this area of the community. The new station will be constructed on the same property after demolition of the existing structure. 

 

Construction of the Fire Station No. 4 Replacement project will utilize the Construction Manager at Risk contract method. On June 26, 2023, staff issued a Request for Qualifications to firms seeking to be considered for providing construction management services for the Fire Station No. 9 project.  On July 26, 2023, Statements of Qualifications were received from twelve (12) firms.  With the approved 2024-2028 CIP including design funding in 2024 and anticipated construction funding in 2025 for the new Fire Station No. 1 project, staff determined it would be appropriate to use this RFQ process issued for the Fire Station No. 9 project to also select a Construction Manager for the Fire Station No. 1 project.  On August 9, 2023, staff issued a letter to all firms that submitted a statement of qualification to advise the firms the City would be using the evaluation and selection process to also select a second construction manager for the Fire Station No. 1 project.  An evaluation and selection committee of city staff evaluated all qualifications and identified five (5) firms to be interviewed and to provide fee proposals.  Interviews were conducted on September 6 and 7, 2023, and following the interviews, the committee identified Centric Projects, LLC (Centric) as the preferred firm for Fire Station No. 1

At this time, the Fire Station No.1 project is on hold while work continues on the adjacent Animal Shelter relocation. In lieu of work on Fire Station No. 1, It was decided to transfer a portion of the funding from Fire Station No. 1 to Fire Station No. 4, and keep the same teams as selected for the work on Fire Station No. 1. Centric Projects, LLC is the Construction Manager selected to perform this work

 

Attachment C is the Construction Manager at Risk Agreement with Centric.  Approval of the Agreement is a two-step process.  Initial approval of the Agreement authorizes Centric for pre-construction services, establishes their construction management fee at 2.50%, and will authorize Centric to provide pre-construction services.  As part of pre-construction services Centric will immediately begin partnering with staff and our design team throughout programing, planning, and design to advise on matters affecting cost, materials and quality, schedule, site logistics, constructability, etc.  At specific stages during the design phase Centric will be responsible to develop cost estimates for the construction of the project.

 

This Agreement stipulates compensation for the pre-construction services provided by Centric will be a lump sum cost of $10,500.  The pre-construction phase is anticipated to conclude in September 2026.  As construction documents are developed by our architect to an agreed upon level of completeness, Centric will be asked to bid the project and provide the City with a Guaranteed Maximum Price (GMP) for the construction of the project.  Specific requirements of the project as well as the GMP to construct the project will be documented in an amendment to this agreement, and the amendment presented to Council for approval.  Only at that time will Council be considering approval of a contract for construction.  Staff currently anticipates returning to Council with a GMP amendment in October 2026.  The following is the tentative schedule for bidding and construction of the project:

Financial Impact:

Funding for the Fire Station No. 4 Replacement Project, as approved in the 2026-2030 Capital Improvement Plan, is $16,500,000 of General Obligation Bonds.
