Summary:

The Water and Sewer fund ended 2023 with a fund balance in excess of our 90 day cash on hand target due to revenues exceeding budget projections from a dry year.  Staff is proposing to transfer a small portion of this excess fund balance for two projects that have not previously been authorized: the Cedar Creek Junction Box Repair Project, PN 1-C-022-22, and the JCW Doghouse Manhole Project, PN 1-C-023-22.  The remaining excess fund balance will be allocated to future CIP projects in the Water and Sewer fund as part of the annual budget and CIP development process.

 

During the 2010 expansion of the Cedar Creek Wastewater Treatment Plant, a new 11-foot by 14-foot junction manhole was installed with the installation of the new 60-inch sewer truck main.  Due to excessive hydrogen sulfide gases over the years and the turbulent nature of sanitary sewage, this structure has experienced excessive degradation and concrete spalling.  Last year, while repairing this junction box, it was discovered that approximately 115 LF of the concrete piping attached to the junction box was in need of repair.  The transfer needed to pay for the repairs are in the amount of $420,504.68.

 

During an inspection in 2019, it was discovered that a City of Olathe sanitary sewer manhole that was constructed in 1984 contains a Johnson County Wastewater (JCW) sanitary sewer line.  The JCW Doghouse Manhole Project will provide an epoxy coating to the manhole and JCW sanitary sewer line to protect the sanitary sewer from degradation.  The transfer needed for this project are in the amount of $351,296.00.
