Summary:
The City of Olathe adopted several land use plans and studies in the early 2000’s to guide growth and development in areas of the City anticipated to undergo rapid growth and change. These plans include the K-7 Corridor Study and Design Guidelines (2002), Coffee Creek Master Plan (2005), and the Lone Elm Vicinity Plan (2007), which were later adopted by reference into the PlanOlathe Comprehensive Plan (2010). A more detailed report is included as Attachment A, which provides a summary of each planning document and a link to view the full plan on the City’s website.
The three land use plans generally focus on promoting coordinated growth, quality design, balanced land use, transportation improvements, and preservation of community character within their respective planning areas. While these objectives remain relevant, the recommendations are now duplicated or replaced by the Elevate Olathe Comprehensive Plan (adopted April 2026), the current Unified Development Ordinance, and the revised Major Street Map (February 2026).
As recommended by the recently adopted Elevate Olathe Comprehensive Plan, staff recommends repealing the K-7 Corridor Study and Design Guidelines (2002), Coffee Creek Master Plan (2005), and the Lone Elm Vicinity Plan (2007) to eliminate potential conflicts, improve consistency in development review, and provide clearer guidance for property owners, developers, and City decision-makers.
