Summary:
This project is for the planning, design, and construction of a replacement animal shelter facility located at 1432 W. Ironwood Street, near the Robinson administration facility, within the small Ironwoods building.
The Animal Shelter project is included in the approved 2023-2027 Capitol Improvement Plan. The total project budget is identified at $4,630,000. The approved 2023 CIP includes $400,00 of general obligation bond funding. This initial funding of the project will allow staff to proceed with the planning and design of the project.
The current facility has operated since its construction in 1988 without any major additions or renovations. This facility has been experiencing chronic space shortages, high maintenance costs and inadequate facilities for proper animal living conditions and staff working environment. With a new facility, the city is looking to provide high quality animal health and housing facilities and staff working environment for the next 15-20 years with options for expansion to accommodate projected city growth.
The initial scope of services for this project will be an assessment of the proposed facility, projected future needs of animal control services, design concept development and development of construction documents.
Staff will return on April 4, 2023, requesting initial funding authorization in the amount of $400,000. Staff also anticipates returning to the City Council in January 2024 to request full funding of the project.

Financial Impact:
Initial funding for the Animal Shelter project, as proposed in the 2023-2027 Capital Improvement Plan, is $400,000 of General Obligation Bonds.

Action Needed:
No action is requested at this time. Staff will return to Council on April 4, 2023, to request approval to authorize the project.
