Summary:
The City of Olathe’s two wastewater treatment facilities generate approximately 5,300 wet tons of biosolids per year. Biosolids are a byproduct of treating domestic wastewater. Because the Kansas Department of Health and Environment (KDHE) regulates the disposal of biosolids, it is required that the City haul them to a KDHE approved disposal facility. The Johnson County Landfill, which is owned and operated by Waste Management, is the closest regional facility that is approved by KDHE for the disposal of domestic wastewater biosolids. Staff conducted an alternatives analysis, but no other locations were willing to accept biosolids, leaving Waste Management as the only viable option for disposal of Olathe’s biosolids.
Staff recommend award of contract with Waste Management Inc. for a three (3) year term with the options to renew for additional contract periods.

Financial Impact:
Expenditures are estimated to be $1,500,000 for three years. Funding will come from the Environmental Services Annual Operating and Maintenance Budget.
