Summary:
This Agreement with Thompson Consulting Services proactively establishes an Emergency Services business relationship providing disaster management, recovery, and consulting services to support the oversight and management of debris recovery and removal contractors. Other services include, but are not limited to, facilitating communication with FEMA, the State of Kansas and other regional, local and federal agencies.
This agreement will be highly effective towards expedited disaster/incident recovery supporting and furthering City business continuity.
The City received four (4) responses to the RFP. Proposals were evaluated by City staff based upon the contractors’ qualifications and experience, performance capabilities, availability, and cost. Thompson Consulting Services was the highest scoring contractor.
Staff recommends award of contract to Thompson Consulting Services for three (3) year terms with the options to extend for additional contract periods for disaster debris monitoring services.

Financial Impact:
As the nature of emergency services are typically unplanned and largely event/incident bases, total costs are not possible to forecast.
