Summary:

City and County staff have worked together to prepare an Interlocal Cooperation Agreement (Attachment A) for the design and construction of a parking structure adjacent to City Hall and the Johnson County Courthouse on the current City Hall parking lot.

The Agreement provides that the County will contribute 50% of the total cost of the project, not to exceed $11 million.  The project will proceed as a design-build project that will be guided by a panel of City and County employees but will be managed by the City.  The City will own and operate the structure upon completion and will assume responsibility for maintenance and upkeep of the structure.  The structure will include no less than 8 ADA-compliant parking spaces and will primarily be used for free public parking, free Courthouse parking, and free City and County employee parking on a first-come first served basis.

The Agreement was approved by the Board of County Commissioners on June 5, 2025.

Financial Impact:

The project will be financed by the City’s issuance of general obligation bonds.  The County’s share of the project will be paid from the countywide retailers’ sales tax (Public Safety Sales Tax III). ______________________________________________________________________
