Summary:

Electric Vehicle (EV) Chargers have been in place at city facilities since approximately 2014.  Eight (8) of the chargers are hard wired and were initially installed through a grant with Evergy. Six (6) of the chargers are solar and were installed through a grant with the Department of Energy in 2020. All chargers are on the ChargePoint network. To encourage and support the adoption of electric vehicles, no fees have been charged for their use to date.

 

These chargers are now approximately 5-10 years old, out of warranty and requiring routine maintenance.  We suggest that the city implement fees for EV charging at the rate of $0.19/kWh.  This is similar to rates currently in place in the City of Shawnee and at Johnson County Community College. 

 

In addition, we propose charging a per hour fee for vehicles parked at hard wired EV charging stations (after 120 minutes of charging) to encourage the rotation of spaces and allow others to have access to the charging stations.  We suggest an initial fee of $5/hour which could be increased to $10/hour if vehicles are not rotated in a timely manner. 

 

Per hour fees are not proposed to be assessed on the solar charging stations.  These stations operate at a lower wattage and take longer for vehicles to charge. 

 

Fees would begin to be assessed on April 1, 2025.

Financial Impact:

We estimate the basic EV charging fees could generate $14,000 annually to assist in addressing maintenance and repair.
