Summary:
Super Critical Water Oxidation (SCWO) is a process where high pressure and high temperatures are combined within a reactor to break the molecular bonds of poly- and perfluoro alkylated substances (PFAS). In January 2024, the City applied for an Emerging Containments grant administered by the Kansas State Revolving Fund. The City was selected to receive $$4,568,000 in funds and is included within the Intended Use Plan for the Kansas Water Pollution Control Revolving Loan Program for State Fiscal Year 2025.
On October 18, 2024, the City advertised a Request for Qualifications (RFQ) to provide Construction Manager at Risk Services for the Super Critical Water Oxidation Pilot Project located at the Cedar Creek Wastewater Treatment Plant (CCWWTP). Three (3) firms responded to the RFQ. After reviewing all proposals, the selection committee short-listed all three (3) firms for interviews. Following the interview process, the selection committee chose Garney Companies, Inc. as the most qualified construction manager.
The $40,000 Agreement provides pre-construction phase services required for development of the Guaranteed Max Price (GMP). Services include providing input on design, constructability, alternative construction methods, suggestions on value engineering opportunities, participation in design workshops and charting sessions. This project is expected to be split into multiple GMP packages to facilitate expedited construction scheduling and allow for early procurement of items with long lead times. It is anticipated that the first GMP will be presented to Council for consideration in Summer 2025.
It is anticipated that construction on this project will begin in Fall 2025 with completion anticipated in Spring 2027.
