Summary:
The existing Inductively Coupled Plasma (ICP) and Inductively Coupled Plasma Mass Spectrometer (ICP-MS) instruments at the City's Environmental Laboratory have reached the end of their useful life. These instruments are essential for metals analysis to ensure ongoing compliance with federal and state regulatory requirements for the City's Wastewater and Water Treatment Plants.
Following a competitive Request for Proposals (RFP) process and evaluation of vendor submissions, City staff recommend entering into a 5-year lease-to-purchase agreement with Agilent Technologies, the recommended vendor. This agreement will provide new, state-of-the-art ICP and ICP-MS systems. At the conclusion of the 5-year term, the City will have the option to purchase both instruments for a nominal amount of $1.00, effectively transitioning to full ownership.
