Summary:
This agreement will allow Sands Construction LLC to be responsible for the construction of Phase 1 of Pioneer Park, a new neighborhood park facility. Phase 1 construction includes a new parking lot with access from S. Race St., 0.75miles of walking trails, and repair of the drainage areas and stream corridor that runs through the property. Phase 2 of the project in subsequent years will complete the entry drive from the parking lot to 108th Terr. while also adding additional amenities including a restroom, shelter, and playground.
On November 18, 2025, four (4) bids were received and opened for the above referenced project. The bids ranged from $888,903.90 to $1,261,779.00 with the Engineer’s Estimate at $1,523,590.00. The following is a tabulation of bids received.

The low bidder was INCO USA, LLC at $888,903.90, with the second lowest bidder, Sands Construction LLC, at $1,136,442. After reviewing the bid and references of INCO, the City disqualified them and recommends awarding the contract to Sands for the following reasons: 1) Incomplete bid in which they did not provide all the required forms, 2) Percentage of work/scope subbed out was greater than the allowable 50% by City contracts, and 3) Lack of experience with work of Pioneer Park scope and scale.
After approval of this agreement, the City will issue a Notice to Proceed and begin the Pre-Construction Kickoff. Construction is planned to begin in Spring 2026 and go through Summer 2026. Sands Construction LLC, will complete the majority of the work and then once complete, the City’s Parks Construction staff will complete the trail pavement and some aesthetic stone work along the stream and new culverts. The City’s portion of work will take place in late Summer 2026 and early Fall 2026.
