Summary:
The City Hall Environmental Systems Renovation project is included in the 2019-2024 Capital Improvement Plan with a total project budget of $3,249,000. This project is for replacement of the HVAC system. Replacement of the HVAC system will significantly improve the interior environment of city hall, reduce maintenance and operational costs, and make this facility ready to operate for the near future.
On 08 February 2024 staff issued a bid request package for the proposed work to qualified contractors. On 28 February 2024 bids were received from 3 contractors and the bid winner Martin Mechanical was selected.
Attached is the proposed agreement with Martin Mechanical. This agreement is for construction contracting services required for the demolition of the existing HVAC and installation of the new HVAC system. The total cost for the contracting services as outlined in the agreement is $915,625.00.
The following is the tentative schedule for the construction of the project.
Contractor Mobilization for boiler replacement: September 2024
Construction activities for boiler: Sept. 24 - Nov. 24
Substantial Completion of boiler replacement: November 2024
Contractor mobilization for Central Plant replacement: November 2024
Construction activities for central plant: Nov. 24 - May 25
Substantial completion of central plant: June 2025

Financial Impact:
Funding for the City Hall Environmental Systems Renovation Project as proposed in the 2019 Capital Improvement Plan is $3,249,900 of General Obligation Bonds.
