Summary:
The Animal Shelter project was previously authorized via Resolution 23-1027 for $400,000 for planning and design. The 2025 - 2029 CIP allocates $15M to the animal shelter project. Due to unanticipated land acquisition costs, potential additional design costs, and contracted project management, the project is now requesting a budget of $19 million. At least $1M of this project will be proposed to be paid through a TIF project plan for the Santa Fe and Ridgeview TIF District, with the remainder will be paid for through GO bonds.
The current animal shelter, approximately 4,000 square feet, has operated since its construction in 1988 without any major additions or renovations. This facility has been experiencing chronic space shortages, high maintenance costs, and inadequate facilities for proper animal living conditions and staff working environment. Council previously approved the Design Services agreement with SFS Architecture and the Construction Manager agreement with Nabholz Construction. After the design and construction teams analyzed the originally proposed remodel of the Ironwood buildings, it was determined that the existing facility was not suitable for the Animal Shelter.
This animal shelter project is for the planning, design, and construction of a replacement animal shelter facility located at the northwest corner of Ridgeview Road and Santa Fe St. The project will include a newly constructed 25,800 square foot building along with any necessary site improvements and demolition of existing buildings.
Attached is Resolution 25-1025 which authorizes $19,000,000 in General Obligation Bond funding for the project. Approval of this funding resolution is necessary to allow staff to proceed with the planning, design and construction of the project. Pending approval of this resolution, staff will proceed with design services and construction for the project.

Financial Impact:
Funding for the Animal Shelter project, as proposed in the 2025-2029 Capital Improvement Plan, was $15M. This resolution authorizes an increase in the project of $4M, with $1M coming from cash and $3M in GO bonds, which can be paid through the debt service fund without an impact to other projects.
