Summary:

On March 4, 2025, City Council approved a Professional Services Agreement with Walter P. Moore and Associates, Inc. for design services for the Harold Street, Ridgeview to Kansas City Road, Improvements Project, PN 3-C-074-25.  This project will improve Harold Street from the existing collector roadway to a 3-lane arterial section between Ridgeview Road and Kansas City Road.  Improvements will include curb and gutter, storm sewer, water main, streetlights, sidewalks and all other work pertinent to completing the project

 

Since the Harold Street Improvement Project is adjacent to the proposed mill and overlay project on Kansas City Road and construction of both projects will be in 2027, merging the design and construction of these projects will provide the most efficient outcome. The Kansas City Road Arterial Mill and Overlay Project (Ridgeview Road to 1000’ north of Harold Street) will provide a 2” depth mill and asphalt resurfacing with installation of an 8’ wide shared use path on the northwest side, median improvements, signal detection replacement, pavement markings, and spot replacement of concrete curb and gutter, sidewalks, storm sewer, and water main.

 

The $341,685 Supplemental Agreement No. 1 provides engineering services necessary for the design of the street preservation project, including survey of existing conditions, utility coordination, development of construction plans in accordance with Olathe design standards and specifications, cost estimates, assistance with bidding of project for construction, and assistance as needed throughout construction.

 

It is anticipated that design will begin immediately following approval of this agreement. Staff will bring the construction contract to the City Council for consideration in Spring 2027. Improvements are expected to be completed by Fall 2027.

Financial Impact:

The design of this project is funded from the City of Olathe’s 2026 Street Preservation Program authorized on January 20, 2026. Construction of this project will be funded from the City of Olathe’s 2027 Street Preservation Program. Authorized funding for the 2026 Street Preservation Program includes:
