Consideration of Supplemental Agreement No. 1 with Jacobs Engineering Group for design of the WPT2: Membrane Module Replacement Project, PN 5-C-034-25.

Body

Summary:

This project includes the replacement of the existing membrane filtration modules at the Olathe Water Treatment Plant 2 (WTP2) along with aging ancillary equipment. The membranes are designed to provide a treatment capacity of 13 MGD. Due to degradation of the aging module, the capacity has been reduced to 60% of its original intended design, and cleaning regimens no longer produce the target recovery.

In 2025, Jacobs Engineering Group completed a feasibility review of the existing membrane system and the potential retrofit with newer technologies. It was determined that remaining with the current polymeric membrane system was the most economically viable option for the City. Supplemental Agreement No. 1, in the amount of $136,635, includes a treatment process audit, condition assessment of all ancillary equipment, design of the system improvements, and support of early module procurement. Following the completion of the process audit and condition assessment, the full design and project scope will be finalized based on the findings. Supplemental Agreement No. 2 will be developed to include any additional design needed, along with production of the final bid documents and bid phase services.

Construction of the membrane module replacement project is tentatively scheduled to begin in Fall 2026 with completion by Spring 2027.
