Summary:

This project will construct a truck bypass route connecting the proposed K-10 Highway/Lone Elm Road interchange to College Boulevard. The route will provide direct truck access between K-10 Highway and College Boulevard, reducing heavy-truck traffic on Lone Elm Road, where truck traffic will be restricted.  Improvements will include construction of a two-lane industrial roadway with turn lanes, curb and gutter, streetlighting, sidewalks, and storm sewer infrastructure.

The proposed agreement, in an amount not to exceed $1,041,661, will provide preliminary design services for the project. Services include surveying existing conditions; utility coordination; preparation of acquisition documentation, including title reports, surveyed exhibits, and easement documents; preliminary plan development in accordance with City of Olathe design standards and specifications; and preparation of preliminary cost estimates.

Completion of preliminary design will allow the City to evaluate and establish the preferred roadway alignment and refine the estimated construction cost. A supplemental agreement will be presented at a later date to define the scope and fee for final design and construction support services.

Design is scheduled to begin in Fall 2026, with construction anticipated to begin in 2028.
