Summary:
On January 6, 2026, the City Council approved a Professional Services Agreement with Affinis Corp. for design services for the Woodside Neighborhood Improvements Project. The project includes full-depth asphalt pavement and subgrade replacement; replacement of concrete curb and gutter, driveway approaches, sidewalks, and ADA curb ramps; streetlight installation; and stormwater improvements. The project will improve Ashbury Street, Fairwood Lane, Troost Street, and Woodside Drive within the Woodside neighborhood.
The proposed Supplemental Agreement in the amount of $215,860 will provide additional engineering services needed to address an expanded project scope. The additional scope includes reconstruction of N. Parker Street from W. Forest Drive to the south property line of 1097 W. Cothrell Street, as well as the North Parker Terrace cul-de-sac. Planned improvements include a typical 28-foot-wide asphalt pavement section with curb and gutter, streetlights, driveway approaches, storm sewer upgrades, and sidewalk replacement. The supplemental services also include storm sewer upgrades along W. Forest Drive from W. Fairwood Lane to N. Troost Street and along North Parker Terrace from W. Forest Drive to the outfall.
Staff anticipates bringing a construction contract to City Council for consideration in Spring 2027, with project completion expected in Winter 2027.

Financial Information:
This project is funded from the City of Olathe’s 2026 Street Reconstruction Program authorized on January 21, 2025. Authorized revenue for the 2026 Street Reconstruction Program includes:
