Summary:
The Street Reconstruction Program provides for full reconstruction of streets that are deteriorated to a condition beyond preventative maintenance provided by the Street Preservation Program. The 2027 Street Reconstruction Program includes the following seven primary street locations and seven alternate street locations:
W. Ashbury Street, Parker Street to Clinton Street
W. Fairwood Lane, Forest Drive to Clinton Street
N. Troost Street, Forest Drive to Layton Street
W. Woodside Drive, Troost Street to Clinton Street
S. Hunter Drive, Sunset Drive to Sheridan Street
E. Hunter Lane, Hunter Drive to Dennis Avenue
E. Scott Street, Hunter Drive to Windsor Road
N. Emma Street, Santa Fe Street to South End Cul-de-sac (Alternate)
W. 106th Terrace, Highland Lane to Cedar Niles Boulevard (Alternate)
W. 106th Terrace, 106th Terrace to West End Cul-de-sac (Alternate)
S. Glenview Lane, 106th Terrace to South End Cul-de-sac (Alternate)
S. Glenview Lane, 106th Terrace to Northeast End Cul-de-sac (Alternate)
S. Highland Lane, Highland to West End Cul-de-sac (Alternate)
S. Highland Lane, Northeast End Cul-de-sac to South End Cul-de-sac

Each location will include removing the existing pavement section, grading and placement of aggregate base subgrade, full depth asphalt pavement, concrete curb and gutter, concrete ADA ramps and sidewalks, drive approaches, and city streetlight installation. The project locations may require utility rehabilitation where necessary, and could include waterline, sanitary sewer and stormwater improvements.
Four of the primary streets were included in Resolution 25-1006 for the 2026 Street Reconstruction Program. Construction of all primary street locations is anticipated in 2027. The alternate street location will be designed and scheduled for construction depending on the available funding following the bidding of the primary street locations.

Funding for the 2027 Street Reconstruction Program, as approved in the 2026-2030 Capital Improvement Plan, includes:
