Summary:

This item was presented on the December 3, 2024 City Council agenda as a report item.

 

Every two years since 2007, the City has reviewed its annexation policy which sets forth the general public policy objectives of the city as it relates to annexation. In 2019, the length of the policy was extended from two (2) years to (5) years. These reviews are made to ensure that the annexation policy is in keeping with the City Council’s strategic goals as well as ensuring that the policy is in line with any modified state annexation laws.

 

The following annexations occurred under the current policy:

1.                     ANX19-0004 - annexed approximately 59.92 acres located at the intersection of 127th Street and Shady Bend Road.

2.                     ANX20-0001 - annexed approximately 9.67 acres located at 16129 S. Lone Elm Road.

3.                     ANX20-0002 - annexed approximately 2.85 acres located at 22310 W. 167th Street.

4.                     ANX21-0001 - annexed approximately 17.17 acres located southeast of the intersection of Hedge Lane and 167th Street.

5.                     ANX21-0002 - annexed approximately 101.77 acres located southeast of the intersection of Hedge Lane and 167th Street.

6.                     ANX21-0003 - annexed approximately 160 acres located at the northeast corner of Hedge Lane and 175th Street.

7.                     ANX21-0004 - annexed approximately 152.02 acres located southwest of the intersection of 167th Street and Black Bob Road.

8.                     ANX22-0001 - annexed approximately 156.04 acres located southwest of the intersection of 175th Street and Hedge Lane.

9.                     ANX22-0002 - annexed approximately 152.32 acres located north of 175th Street and west of Mur-Len Road.

10.                     ANX22-0003 - annexed approximately 174.64 acres located southwest of 151st Street and Lone Elm Road.

11.                     ANX22-0004 - annexed approximately 148.93 acres located at the northwest corner of 167th Street and US 169 Highway.

12.                     ANX22-0005 - annexed approximately 186.21 acres located at the northeast corner of 175th Street and Clare Road.

13.                     ANX23-0001 - annexed approximately 130.94 acres located southwest of the intersection of W. 159th Street and S. Black Bob Road.

14.                     ANX23-0002 - annexed approximately 95.63 acres located northwest of W. 167th Street and I-35.

15.                     ANX24-0001 - annexing approximately 27.25 acres located southwest of W. 167th Street and Hedge Lane.

16.                     ANX24-0002 - annexing approximately 149.92 acres located northwest of W. 183rd Street and S. Hedge Lane.

17.                     ANX24-0003 - de-annexing approximately 186.22 acres located northeast of 175th Street and Clare Road.

18.                     ANX24-0004 - annexing approximately 12.11 acres located southwest of W. 159th Street and S. Mur-Len Road.

 

Staff has reviewed the policy as it relates to current annexation law and how it has been applied since its last update and made revisions to the policy to align it with current practices. The revised annexation policy resolution (Attachment A) is the same as was presented to the Council on December 3, 2024.
