Summary:

The Animal Shelter project is included in the approved 2025 - 2029 Capital Improvement Plan and was authorized for $19,000,000 funding on March 18, 2025. This project is for the construction of a new animal shelter at the northwest corner of Ridgeview Road and Santa Fe St.  The initial agreement with Nabholz Construction was for Construction Manager at Risk services with defined pre-construction services and fee.  As part of pre-construction services Nabholz has partnered with staff and our design team throughout programing, master planning, and design to advise on matters affecting cost, materials and quality, schedule, site logistics, constructability, budget, etc.

 

This Guaranteed Maximum Price Amendment 1 is for demolition services of the existing structures on the City owned parcels at the northwest corner of Santa Fe St. and Ridgeview Road, as well as utility capping and grading of the existing pad site.  This scope is anticipated to conclude by December 31, 2025.

 

Staff currently anticipates returning to Council in November 2025 for a project update including design, site layout, budget and project schedule.  Design services for this project are anticipated to be completed in Q2 of 2026.  At the completion of the construction documents, Nabholz will bid the project scopes and prepare the next Guaranteed Maximum Price Agreement #2 for the Building and remaining site components of the project.  This GMP #2 will be presented to Council for consideration of approval, and is anticipated in late Q2 or early Q3 2026.  Construction would commence after approval, with an anticipated completion date in Q3 2027.

Financial Impact:

This cost is anticipated in the funding resolution for the Animal Shelter Project of $19 million and will be paid for with $18M in GO bonds and $1M in cash funds.
