Summary:
Super Critical Water Oxidation (SCWO) is a process where high pressure and high temperatures are combined within a reactor to break the molecular bonds of poly- and perfluoro alkylated substances (PFAS). In January 2024, the City applied for an Emerging Containments grant administered by the Kansas State Revolving Fund. The City was selected to receive $$4,568,000 in funds and is included within the Intended Use Plan for the Kansas Water Pollution Control Revolving Loan Program for State Fiscal Year 2025.
On September 13, 2024, the City advertised a Request for Qualifications (RFQ) to provide design services for the Super Critical Water Oxidation Pilot project that will be located at the Cedar Creek Wastewater Treatment Plant (CCWWTP). Five (5) firms responded to the RFQ. After reviewing all proposals, the selection committee short-listed three (3) firms for interviews. Following the interview process, the selection committee chose Burns & McDonnell Engineering Company, Inc. as the most qualified firm.
The $2,635,459 Professional Services Agreement provides engineering design for the SCWO unit and all necessary plant modifications. Services under this Agreement include project administration, development of a basis of design for the pilot unit, development of construction plans, construction inspection services, testing and optimization services, and a final report of the pilot findings.
Development of the Basis of Design Report is expected to start immediately after acceptance of this Agreement. Design is expected to start in Fall 2025 with completion of construction anticipated in Spring 2027.
