Summary:

On March 7, 2025, one (1) proposal was received to provide recycling processing services.  City-wide single stream recycling, which was implemented in January 2010, has resulted in residential recyclable material diversion from an average of approximately 177 tons per month in 2009 to approximately 473 tons per month in 2025. In addition to the single-family household service, additional recyclables are generated at three (3) drop-off locations, city facilities and commercial recycling customers.

 

Criteria used in the evaluation of the proposals received included financial benefit to the City; availability of services, method of approach, proposed facility, experience and qualifications; and their response to the RFP.

 

The evaluation team of city personnel and consultants from Burns and McDonnell reviewed the proposal and determined that the best financial solution for the City was to award the contract for recycling processing to Waste Management. Waste Management’s proposal included a processing fee of $101.00 per ton and a 90% revenue share for the City, based on recycling commodity market indices.  This option does not require any change to existing routes or require any additional equipment or personnel to be provided by the City.

Financial Impact:

Estimated expenses during the initial year of the contract will be reflected in the increased processing fee (of +$2.55/ton to +$6.32/ton) as compared to the current contract ending December 14, 2025.  Any resulting reduction in rebate paid to the City, to be covered by the Solid Waste Fund.
