Summary:
In accordance with K.S.A. 12-520(a)(7), Debra Volkland with Ramland, Inc. (the “Petitioner”) has submitted a petition for annexation of approximately 7.93 acres of land (Exhibit A) located northwest of W. 143rd Street and S. Lakeshore Drive (ANX25-0001), which lies contiguous with the corporate boundaries of the City of Olathe. The property is within the City of Olathe’s Growth Area and is designated on the Future Land Use Map of the Comprehensive Plan as Conventional Neighborhood.
The Petitioner is pursuing annexation as they desire to sell the property to be rezoned and developed by Cherry Park Properties as a single-family subdivision, and annexation is required prior to rezoning. The annexation would eliminate a portion of an enclave which is an unincorporated area surrounded by property already within the City on three sides.
The annexation request was on the March 4, 2025 City Council as a report item.

Financial Impact:
Future development of the property will result in an increase in the City’s real property tax collections.
